Do I need an account to browse Ratingeer?

Can businesses respond to reviews?

Can a business remove a review just because it disagrees with it?

No. A business does not automatically get to remove an independent review simply because it disagrees with it. If content appears to break platform rules, it can be reported and reviewed through the proper process.
